There are two times listed as "earliest candle-lighting". That can be confusing. I'll explain briefly. There are two main Halachic opinions regarding the earliest time to light candles and accept Shabbos. We generally subscribe to the earliest of those two. If a man is planning to daven Mincha with us today, candles should not be lit at home before that later "early" time, 7:24pm.
On Shabbos after Mincha, I will be speaking about Rabbi Meshulam Lowy, the Tosher Rebbe (of Quebec) whose Yohrzeit was the 27th of Av.
